400 OAS empty seats in Odisha; lacking proper administration



As per the policy OAS Exams must carry out in conjunction with IAS to fulfill various civil service positions in Odisha. Center provides its IAS candidates in regular basis and posts as per the requirement in Odisha and in all over India. However, Odisha govt. fails to conduct OAS exams and as well as delaying to publish previous exam results & fulfilling the vacated positions in its state.


It is very well known to us that the last exam was conducted in the year 2011, which was five years after held in 2006, followed by exam conducted in the year 2000. At that time it was an appeal by the candidates at Odisha High Court regarding relaxing the age limit, as the relevant candidates crossed their age due to a long span of gap (i.e. 5 yrs.) while conducting the exam. The file may be under the table, as there is no suitable action taken by the committee or governing body to resolve this issue.

In addition to this, some other topics also rose on wrong publication of percentage of reserved seats in treasury and accounts department in an Ad for the OPSC exam. Actually there was total 50% reservations for SC, ST & other backward classes; but wrongly published as of 65.75%; for which as per the High Court's order the preliminary exam was postponed for 2 yrs.

Again a case was filed in High Court as many no. of wrong questions found in the OPSC preliminary exam and grace mark was given against them. However, as per the order of HC once more preliminary exam was conducted, and still some more wrong questions found in that.

These are the reasons due to which still after 3 yrs of conducting the exam the selection procedure is unfinished in Odisha. The govt. may able to save funds against those 400 OAS seats, but it is very critical to run 4-5 offices by a single OAS officer, which is really a matter of concern regarding proper administration in the state.
